Introduction

Dr. Howard's book directs readers away from the purchase of premade RTI kits and programs, and instead focuses on what constitutes good teaching. She maintains that one size fits few; she offers a flexible framework for the implementation of RTI. She firmly believes high quality instruction at each tier is what makes the RTI model successful. If Tier 1 has high quality, differentiated and targeted instruction, then fewer students will require Tier 2 and Tier 3 interventions.
